Many IDP platforms are user-friendly with low-code tools that require little-to-no training other than learning how the interface works. Therefore, unless you are creating a custom, in-house platform, you do not need an IDP specialist.
On the other hand, you could use an IDP specialist to get your organization on board and to teach teams how to use the solution.
